ICAO Annex 16 to the Convention on International Civil Aviation calls for noise certification and noise recertification, the latter if requested, for all types of aircraft itemized therein and engaged in commercial transportation. The respective certificates are handed over by means of noise evaluation measurements studies, as part of the overall Environmental Impact Assessment of an Airport. ICAO Noise Management balanced approach towards the most cost- effective noise mitigation is addressing the problem into and in the vicinity of an operational Airport through the identification of four principal elements, namely reduction at source, land-use planning and management, noise abatement operational procedures and operational restrictions.
